David has almost 30 years of hands-on experience in the industry, with a track record of delivering outstanding results through effective leadership, strong technical acumen, the development of successful teams, a focus on innovation and proactive stakeholder engagement. Born and raised in Aberdare in South Wales, David began his career as an apprentice engineer. Before joining Southern Railway in 2004, he held a variety of positions for British Rail, Intercity West Coast, Virgin Trains and Alstom. David took over as General Manager of Keolis Commuter Services in the fall of 2016. Since then, the commuter rail has beat its ten-year average for on-time-performance by two percent and increased revenue and ridership. The MBTA’s Fiscal and Management Control Board unanimously voted to extend the commuter rail operating contract with Keolis Commuter Services in 2020. In 2021, David assumed the role of President and CEO for Keolis North America.
