Mr. Vinay Kumar Singh is Managing Director of NCRTC and presently leading transformation in regional mobility by implementing Regional Rapid Transit System (RRTS) projects in the National Capital Region of India.  He is mandated for designing, developing, implementing, financing, operating, and maintaining RRTS project. Mr Singh has built NCRTC from scratch and is now spearheading the development of the idea into a reality through this $ 15 billion project. 
Before joining NCRTC, Mr Singh was the Chief Executive Officer of the High-Speed Rail Corporation, where he played a key role in developing the Mumbai-Ahmedabad HSR project. Having served as Executive Director in the Ministry of Railways, Government of India, he has experience of working on Board of many joint venture companies and has acquired a profound policy perspective. He has been the officer in-charge of the execution team of the first section of Delhi Metro project in field.

    RRTS, India's first semi-high-speed regional/ suburban rail network, is a transformative project that aims to revolutionise mobility in the National Capital Region (NCR). With a strong focus on multi-modal integration, RRTS strives to enhance convenience and connectivity by seamlessly integrating different modes of transportation. The project incorporates state-of-the-art technologies, such as the deployment of the ETCS level 2 signalling system over an LTE backbone, making it the world's first rail network to do so. RRTS has undertaken innovative initiatives, including the comprehensive outsourcing of O&M to Deutsche Bahn. TOD is planned around many stations and depots, maximizing the benefits of transit through vertical densification along corridor. For aiding financial sustainability, Value Capture Financing instruments are being implemented in influence zones benefiting from RRTS. Overall, RRTS showcases India's commitment to cutting-edge technologies and innovative strategies, offering a world-class transportation system that boosts regional connectivity, economic growth, and citizens' quality of life.
